What You Will Do:

I. General Summary
The mission of the Manager - User Liaison and Platform Delivery/ Product Development and Delivery is to be the single point of contact between the users of a designated platform and the Data and Analytics group for comprehensive development, delivery and maintenance of the chosen platform.

II. Principal Responsibilities and Tasks
The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. These are not to be construed as an exhaustive list of all job duties performed by personnel so classified.

1. Manage the full complement of product development and delivery, including scaling up/out current UMMS Data and Analytics ecosystem.

2. Provide technical leadership for planning and fulfillment of product development (hardware and software budgets), design, and software development, including soliciting user feedback for product features, refining and prioritizing for software development and training to include de-identified data, limited data sets, and full personal health information (PHI) data.

3. Manage, administer and support product development via conducting user meetings, regular demos, planning and scoping the development via sprint planning, progress monitoring in jira and documenting from ideation to decisions to meeting minutes and training on confluence.

4. Develop and monitor standard operating procedures that include access, data lifecycle, security and usability of associated data such as external data subscriptions.

5. Institute and oversee continuous data access and use for the Shock Trauma Registry.

6. Confer and deliberate with personnel from across the organization chart, including Information Systems & Technology personnel, DevOps Engineers, Data Integration Developers, Data Engineers, Data Scientists, Business Intelligence Developers and non-technical staff, where needed.

7. Conduct one-on-ones with direct reports, coach and train platform development team through experimentation, support, maintenance, code-writing tasks and data mining.

8. Mentor team on problem solving techniques as well as skills development; ensure appropriate knowledge transfer at appropriate intervals to develop depth and breadth of knowledge throughout the team.

9. Manage operational aspects of the designated Platform. Assess usability and suitability in facilitating supply chain and associated finance functions. Establish and track Key Metrics (KPI) with respect to utilization, backlog and turn-around-time among others.

10. Manages and appropriately escalates delivery impediments, risks, issues, and changes associated to the project development and initiatives.

11. Negotiate and identify priorities, trade-offs, and schedules.

12. Identifies technical and process improvement opportunities and socialize/advocate to get them implemented.

13. Directly supervise the performance of the platform development team, including hiring, terminating, disciplining, training and development, and performance reviews in accordance with Human Resources policies and procedures.

14. Establish standards of performance and productivity. Determine staffing needs.

15. Assure appropriate administration of personnel policies and procedures by platform development team.

16. Establish performance standards and measures performance against those standards, ensuring that appropriate action is taken when standards are not being met.

17. Evaluate personnel effectiveness and strategize training and implementation programs to improve performance.

What You Need to Be Successful:

I. Education and Experience

1. Bachelor's Degree in Computer Science, Mathematics, Information Systems, Engineering, Physical Sciences, Life Sciences or closely related field or equivalent related professional experience is required. Additional certifications are preferred.

2. Five or more years of experience in roles involving; Data modeling, Data mining, as well as direct customer interaction to ensure customer's needs are prioritized, scoped for development and finally met by appropriate development.

3. Five or more years of experience with Hospital/Clinical data including HL7/FHIR, EMR, Supply Chain, Shock Trauma

4. Solid understanding of databases, data stacks, integration patterns, concepts, and integration platforms.

5. Solid understanding and experience with web application development.

II. Knowledge, Skills and Abilities

1. Experience successfully planning, managing and deploying data reporting solutions; ranging from relatively simple spreadsheet data; daily, monthly reports, to modeling disparate data sources into a cohesive real-time data set.

2. Seven or more years of professional experience managing complex projects with tight deadlines.

3. Strong hands-on experience with two or more of PostgreS, Oracle, EPIC Clarity, Python, Perl, Java.

4. Strong hands-on experience with SQL.

5. Experience with JIRA, Confluence and Git.

6. Experience with web application development tools/environments, such as React, Plotly.

7. Strong hands-on experience with and knowledge of Interfaces (e.g., HL7/FHIR) and Web Standards (e.g., SOAP and REST).

8. Strong hands-on experience with healthcare data ontologies and data classifications (e.g., LOINC, SNOMED, DICOM, ICD10, NDC).

9. Strong experience with and knowledge of scripting services.

10. Proven ability to perform proactive capacity planning as well as ability to make recommendations to management about infrastructure scaling.

11. Proven ability and desire to learn new technologies and develop solutions using a variety of integration technologies, patterns and approaches.

12. Identify and provide technical mentorship to team members to help them develop into technically competent and well-rounded engineers.

13. Ability to work effectively with both business and technical stakeholders.

14. Strong analytical, written, and verbal communication skills as well as conceptual thinking skills to influence others.

15. Ability to engage, produce, and execute on tasks with a sense of urgency and ownership.

16. Strong cross-functional collaboration skills, relationship building skills, and ability to achieve results without day-to-day reporting oversight.

17. Strong sense of personal responsibility and accountability for delivering high quality work, both personally and at a team level.
