General Summary


Under general supervision, supervises the daily operations of Harbor City Unlimited rehabilitation services program for the serious persistent mentally ill. Coordinates, develops and monitors the daily activities of counselors in the Psychiatric Rehabilitation Program to ensure efficiency, timeliness and effectiveness of activities, operations and resources.

Principal Responsibilities and Tasks
The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.

Supervises, oversees, coordinates, directs and monitors the daily activities of the Psychiatric Rehabilitation Program (PRP) assuring operational timeliness, effectiveness, efficiency and availability of resources.
  • Meets regularly with counseling staff to determine program needs and to offer guidance and direction in resolving operational issues and problems.
  • Communicates regularly with the Director to report significant program operational issues.
  • Supervises staff within the Psychiatric Rehabilitation Program in accordance with UMMS, Human Resources and departmental policies and procedures.
  • Establishes work performance and quality standards in collaboration with the Program Director. Performs initial and annual performance evaluations and counsels employees on performance issues as necessary.
  • Conducts orientation and training of new employees. Interviews, selects and hires staff.
  • Provides advice and assistance to staff in resolving difficult cases.
  • Develops and implements employee work schedules assuring ample, equitable staff coverage.
  • Assists in developing and maintaining written records and reports for Rehabilitation program and funding sources in accordance with departmental procedures. Monitors and insures that the Psychiatric Rehabilitation Program MIS database is updated and maintained for The Joint Commission compliance; generates reports for Program Director on attendance, volume of service and current membership.
  • Insures compliance with the Federal Adult Food Care Program by scheduling necessary training sessions, preparing monthly reimbursement claims, and insuring the timely completion of all required documentation. Assists in monitoring quality assurance activities.
  • Enforces and interprets hospital and departmental policies and procedures within the Psychiatric Rehabilitation Program. Assists in the development of general departmental policies and procedures as it relates to the Psychiatric Rehabilitation Program.


  • What You Need to Be Successful:

    Education and Experience
  • Bachelor's Degree in mental health, or a related field of study, is required.
  • Licensure as a mental health professional is required as either a rehabilitation counselor certified by the Commission on Rehabilitation Counselor Certification, or as a certified psychiatric rehabilitation practitioner certified by the U.S. Psychiatric Rehabilitation Association.
  • Five years counseling experience preferably performing rehabilitation counseling, psycho-social program work is required. In addition, two years experience in a lead role overseeing the work activities of counseling staff is required.
  • CPR certification is preferred.
